According to the U.S. Federal Trade Commission, AT&T's unlimited data plan has, in some cases, slowed the data transmission speed of millions of smartphone users. The agency filed a complaint in gambling accusing the US's second-largest wireless operator of not being able to fully inform its unlimited data customers that the company would reduce data transmission speeds if they used too much data for a given billing cycle. Such restrictions often make many common features such as web browsing, GPS directions, and video streaming difficult or nearly impossible to use.
Ms. Edith Ramirez, head of the Federal Trade Commission, said: "The American Telephone and Telegraph Company promises customers unlimited data, and in many cases has never been able to achieve this promise." Telecom analyst Roger Entner said: " As wireless networks improve, customers provide unlimited data plans that can devour data to reduce overall network quality. AT&T and other operators must smash those superusers because wireless capacity is not unlimited."
