The State promotes the supervision of special equipment energy conservation

In recent years, China has placed a strong focus on the safety supervision of special equipment. However, as the country moves toward a more sustainable development model, energy conservation and emission reduction have become critical priorities. In mid-July, during the national special equipment safety supervision work conference hosted by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), officials emphasized the need to integrate energy-saving supervision with traditional safety oversight. AQSIQ is actively working on developing a comprehensive mechanism that combines both aspects, aiming to enhance the efficiency and sustainability of special equipment operations. Currently, there is significant potential for energy savings across various sectors in China. The chemical industry, for example, faces high energy consumption levels. According to Zhang Juntong, vice chairman of the China Chemical Industry Energy Conservation Technology Association, several key processes—such as crude oil refining, ethylene production, synthetic ammonia manufacturing, caustic soda production, and calcium carbide synthesis—show energy consumption that is 10% to 25% higher than international benchmarks. These inefficiencies are not only due to outdated technologies but also to suboptimal equipment performance. Pressure vessels, including reactors, polymerizers, and heat exchangers, play a central role in these processes and significantly impact overall energy usage. As a result, the chemical industry must reduce its energy consumption per unit of industrial output from 4.13 tons of standard coal per 10,000 yuan in 2005 to 3.10 tons by 2010. Achieving this goal requires the adoption of more efficient and energy-saving equipment. Despite the clear need, China still lacks concrete actions and standardized data in this area. Many industries do not have accurate energy consumption statistics or formal energy-saving guidelines. To address this, AQSIQ is exploring the integration of energy-saving supervision into existing safety frameworks. This initiative aims to improve the overall operational efficiency of special equipment and enhance regulatory effectiveness. According to Wu Jinsheng, deputy director of the Special Equipment Bureau under AQSIQ, the quality inspection department has proposed six key measures to promote energy conservation: improving regulations and technical standards, enforcing strict market access controls, strengthening equipment use management, accelerating the modernization of equipment in key industries, banning the use of high-energy-consuming devices, and promoting energy-saving technology research and services. These efforts aim to save over 70 million tons of standard coal through special equipment during the "Eleventh Five-Year Plan" period. Moreover, the legal foundation for energy conservation in special equipment is currently being developed. Amendments to the "Regulations for the Supervision of Special Equipment Safety" are expected to include stronger provisions related to energy efficiency. This marks a crucial step forward in aligning China's regulatory framework with global sustainability goals.
