The State promotes the supervision of special equipment energy conservation

For many years, China's focus on special equipment has primarily centered on safety supervision. However, with the growing emphasis on energy conservation and emission reduction, energy-saving oversight of such equipment has now become a key priority for relevant authorities. At a national special equipment safety supervision meeting held by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) in mid-July, officials confirmed that AQSIQ is actively working to integrate energy-saving supervision with traditional safety measures, aiming to enhance the overall efficiency and sustainability of special equipment operations. Currently, there is significant potential for energy savings across China’s special equipment sector. For instance, in the chemical industry, several processes—such as crude oil refining, ethylene production, synthetic ammonia, caustic soda, calcium carbide, yellow phosphorus, and soda ash—exhibit high energy consumption levels. According to Zhang Juntong, vice chairman of the China Chemical Industry Energy Conservation Technology Association, these processes consume 10% to 25% more energy than international benchmarks. This high consumption is not only due to process technology but also the performance efficiency of the equipment itself. Key equipment like reactors, polymerizers, synthesis towers, heat exchangers, and storage vessels play a critical role in determining the overall energy consumption of chemical plants. As a result, the industry faces a challenging target: reducing energy use per unit of industrial output from 4.13 tons of standard coal per ten thousand yuan in 2005 to 3.10 tons by 2010. Achieving this goal requires a greater push toward adopting energy-efficient equipment. However, in practice, progress remains limited, with few concrete actions taken and even basic energy-saving standards lacking. In response, AQSIQ is exploring the integration of safety and energy-saving supervision, which is expected to improve the operational efficiency and regulatory effectiveness of special equipment. Wu Jinsheng, deputy director of AQSIQ’s Special Equipment Bureau, outlined six key measures to promote energy conservation: improving regulations and technical standards, enforcing stricter market access controls, enhancing equipment usage management, accelerating upgrades in key industries, banning the use of high-energy-consuming equipment, and strengthening research and technical support for energy-saving technologies. These efforts aim to save over 70 million tons of standard coal during the “11th Five-Year Plan” period. Moreover, the legal framework for regulating energy conservation in special equipment is currently under development, with planned amendments to the “Regulations for the Supervision of Special Equipment Safety” to include stronger provisions on energy efficiency. This initiative reflects a broader shift in policy, aligning China’s approach to special equipment with global trends in sustainable development.
