The geothermal energy "13th Five-Year Plan" is released, which geological exploration units will be affected?

The 13th Five-Year Plan for the Development and Utilization of Geothermal Energy (hereinafter referred to as the “Planning”) jointly prepared by the National Development and Reform Commission, the Ministry of Land and Resources and the National Energy Administration has been released recently. "Plan" clearly, "Thirteen Five" period, the new geothermal heating (cooling) area of 1.1 billion square meters; new geothermal power installed capacity of 500MW. By 2020, geothermal heating (refrigeration) area will reach 1.6 billion square meters, and geothermal power generation capacity will be about 530MW. By 2020, annual use of geothermal energy 70 million tons standard coal, geothermal heating annual use of 40 million tons of standard coal. The annual utilization of geothermal energy in the Beijing-Tianjin-Hebei region reaches about 20 million tons of standard coal.

According to preliminary estimates, during the “13th Five-Year Plan” period, shallow geothermal heating (refrigeration) can drive investment of about 140 billion yuan, hydrothermal geothermal heating can drive investment of about 80 billion yuan, and geothermal power can drive investment of about 40 billion yuan. The total is about 260 billion yuan. In addition, the development and utilization of geothermal energy can also drive the development of a series of key technologies and equipment manufacturing industries such as geothermal resource exploration and evaluation, drilling, heat pump and heat transfer.

According to reports, China's geothermal resources are relatively abundant. At present, the annual amount of shallow geothermal energy in 336 prefecture-level cities across the country is equivalent to 700 million tons of standard coal; the national hydrothermal geothermal resources are equivalent to 1.25 trillion tons of standard coal. By the end of 2015, the national shallow geothermal heating (refrigeration) area reached 392 million square meters, and the hydrothermal geothermal heating area reached 102 million square meters. On the other hand, there are still many constraints on the development of geothermal energy, including low level of resource exploration, imperfect management system, and lack of uniform technical norms and standards.

The Plan proposes:

  • During the "Thirteenth Five-Year Plan" period, a relatively complete geothermal energy development and utilization management system and policy system will be formed, and the key core technologies of the geothermal industry will be mastered, and a relatively complete standard system and monitoring system for geothermal energy development and utilization equipment manufacturing and engineering construction will be formed.

  • During the “Thirteenth Five-Year Plan” period, dry and hot rock development and test work was carried out to build a dry hot rock demonstration project. Through the construction of demonstration projects, breakthroughs in dry heat rock resource potential evaluation and optimization of drilling target area, key technologies of dry hot rock development drilling engineering, and efficient heat extraction of dry hot rock reservoirs, and breakthroughs in technical bottlenecks for development and utilization of dry hot rock .

The "Planning" defines the key tasks of the "13th Five-Year Plan" geothermal energy development.

  • First, on the basis of the national census of geothermal resources development and utilization, identify the main hydrothermal geothermal areas (fields) and shallow geothermal energy, dry and hot rock development areas, geological conditions, heat storage characteristics, geothermal resources quality and quantity And evaluate the technical and economic conditions of mining, and provide a basis for rational development and utilization. Support competent enterprises to actively participate in geothermal exploration evaluation and give priority to geothermal resource franchise qualifications, and integrate exploration evaluation data into national data management platform.

  • The second is to actively promote hydrothermal geothermal heating in the Beijing-Tianjin-Hebei-Hebei and the ecologically fragile Qinghai-Tibet Plateau and adjacent areas for centralized planning and unified development.

  • The third is to vigorously promote the use of shallow geothermal energy.

  • The fourth is to build high-temperature geothermal power generation projects in high-temperature geothermal resource areas such as Tibet and western Sichuan; and to construct some medium-low temperature geothermal power generation projects in North China, Jiangsu, Fujian and Guangdong. Establish and improve mechanisms and policy systems to support geothermal power generation.

  • The fifth is to strengthen the research and development of key technologies.

  • The sixth is to strengthen the construction of an information monitoring and statistical system.

  • The seventh is to improve the geothermal energy industry system around the development and utilization of geothermal energy, industrial standards, standardization, personnel training and services.

The Plan also announced the layout of major projects in the geothermal industry:

  • First, according to resource conditions and market demand, choose Beijing-Tianjin-Hebei, Shanxi (Taiyuan City), Shaanxi (Xianyang City), Shandong (Dongying City), Shandong (Heze City), Heilongjiang (Daqing City), Henan (Fuyang City) Construction of a major project for hydrothermal geothermal heating.

  • Second, the economic belt along the Yangtze River region, Chongqing, Shanghai, southern Jiangsu city group, Wuhan and surrounding urban agglomeration, Guiyang, Yinchuan City, Wuzhou City, Sanshui District, Foshan City, focusing on the overall advancement of shallow geothermal energy Construction of heating (refrigeration) projects.

  • Third, in Tibet, 11 high-temperature geothermal fields in 9 counties such as Dangxiong County and Naqu County are preferred as the “13th Five-Year” geothermal power generation target area, and 400MW installed capacity planning or construction work is started in an orderly manner.

  • Fourth, in the eastern region, the focus is on the development of low-temperature geothermal power generation in Hebei, Tianjin, Jiangsu, Fujian, Guangdong, and Jiangxi.

  • The fifth is to carry out the exploration and development of shallow geothermal resources in the 10,000-meter area, and actively carry out dry-hot rock power generation experiments in resource-rich areas such as southern Tibet, western Sichuan, western Yunnan, Fujian, North China Plain and Changbai Mountain.
