On June 30th, the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Industry and Information Technology announced the first promotion catalogue of “Energy-Saving Products Huimin Project” energy-efficient vehicles. Seventy-one 1.6-liter and lower passenger cars of 16 auto companies were selected.

So far, a total of 132 energy-saving vehicles have been included in the subsidy list, and buyers can enjoy a national financial subsidy of 3,000 yuan per car.

According to the Ministry of Finance's explanation, from June 18 onwards, consumers who purchase the first batch of 71 energy-saving automotive automobile products can enjoy a 3,000 yuan energy saving allowance according to the policy. The second batch of energy-saving vehicle subsidies was also implemented on the date of issuing the second batch of promotion catalogs, that is, on August 11th.

The publication of the two batches of energy-saving vehicle catalogues and the implementation of subsidies will have a significant impact on the domestic auto market where growth is slowing down. At the same time, for automobile manufacturers to produce more and better safety, energy saving, environmental protection of small-displacement cars, it will also play a great role in promoting.

Small-displacement cars also need energy conservation and environmental protection

In general, the smaller the car's displacement, the lower the fuel consumption. However, there are also some small-displacement cars, which are not fuel-efficient due to backward technology. The reason why the state reduced the taxation of vehicles with 1.6 liters or less on the premise of re-introducing subsidy for energy-saving vehicles for passenger cars with 1.6 liters or less is to promote the promotion of safe, energy-saving, environmentally friendly small-displacement vehicles.

On May 26, 2010, the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly issued the "Implementation Rules for the Promotion of Energy-Saving Products Benefiting People's Project" Energy-Saving Vehicles (Personal Vehicles with a Capacity of 1.6L or Less). The "Notice" pointed out that in order to implement the spirit of the State Council's "Notice on Further Strengthening Work to Ensure the Implementation of the "Eleventh Five-Year Plan" for Energy Saving and Emission Reduction Targets", the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Industry and Information Technology will approve the approval of the State Council. Organize energy conservation vehicle promotion work. According to the "Notice of the National Development and Reform Commission of the Ministry of Finance on the Implementation of the "Energy-saving Products Benefiting the People's Project"", the "Energy-saving Products Huimin Project" energy-saving vehicles (1.6L and below passenger cars) promotion implementation rules were formulated.

According to this detailed implementation rule, starting from June 18 of this year, the first batch of energy-saving vehicles listed in the catalog, the state finance will give a subsidy of RMB 3,000 per vehicle. It is redeemed to the buyer by the production company at the time of sale. The second batch of subsidies will be implemented from the date of publication of the catalogue.

Shanghai GM Chery becomes the biggest winner

The first list of energy-saving vehicles to promote a total of 71 models, respectively, from 16 car manufacturers. Among them, three companies, Shanghai General Motors Co., Ltd., Shanghai GM Dongyue Automobile Co., Ltd., and Shanghai General Motors (Shenyang) Beisheng Automobile Co., Ltd., are actually one company.

The first batch of 12 models of Shanghai General Motors was on the list, followed by another 5 in the second batch with a total of 17 models. Shanghai GM enjoyed the most subsidized models in Chinese-foreign joint ventures. These listed energy-saving vehicles all passed the vehicle fuel consumption label registration and obtained the national compulsory product certification (3C certification) certificate.

In the list of 71 energy-saving vehicles announced in the first batch, Chery had 3 models selected. In the second batch of promotion catalogs, Chery was shortlisted for 17 energy-saving models and became the biggest winner of self-owned brand cars.

Of the top ten domestic automakers selling passenger cars in 2009, FAW-Volkswagen, Dongfeng Nissan, and FAW Toyota had no short-listed models, and these companies have made significant gains in the second batch of vehicles.
