The feed industry must achieve leapfrogging from "big" to "strong"

During the "11th Five-Year Plan" period, China's feed industry adopted a strategic approach of "big raw materials, large security, large enterprises, and large markets" to transition from a quantitative to a qualitative and cost-effective model. It moved from extensive operations to more intensive management and shifted from resource consumption to resource-saving practices. The industry began relying less on food grains and more on various agricultural by-products, ultimately transforming China from a feed-rich country into a feed-powerful one. According to the National Feed Work Conference held recently in Jinan, Shandong Province, the Chinese feed industry has made remarkable progress over the past two decades. In 2005, total feed output reached 107 million tons, accounting for about one-eighth of the global total and placing China as the second-largest producer globally. The industry's output value amounted to 274.2 billion yuan. During the "10th Five-Year Plan" period, the average annual growth rate of the feed industry was 7.6%, with continuous improvements in product quality. The national feed quality qualification rate remained above 95%. Zhang Baowen, Vice Minister of Agriculture, emphasized at the conference that the feed industry is a fundamental support and strategic guarantee for the development of China’s livestock and aquaculture sectors. It plays a central role in promoting efficient grain conversion and deep processing of agricultural products. The development of the feed industry should focus on supporting planting and breeding industries, boosting farmers' income, and contributing to the construction of a new socialist countryside. Zhang highlighted that during the "11th Five-Year Plan," the goal of the feed industry is to gradually achieve safe, high-quality, efficient, and coordinated development. This includes ensuring the balance of supply and demand, enhancing product quality and safety, optimizing the industry structure, and improving technological capabilities. The international competitiveness of feed companies must be significantly strengthened, and the legal framework for feed production and operation needs further improvement to ensure the industry's sustainable and healthy development. Through the implementation of the "big raw materials, large security, large enterprises, and large markets" strategy, the feed industry will shift from a quantity-driven model to a quality-focused one, from extensive to intensive management, and from resource-intensive to resource-efficient operations. By relying on agricultural by-products instead of grain, China aims to enhance its global competitiveness and achieve the transformation from a feed-rich to a feed-powerful nation. This year marks the first year of the "Eleventh Five-Year Plan." Feed management departments across the country should closely follow industry trends, focus on the plan's goals, and effectively carry out nine key tasks: building a safe, high-quality, and efficient feed production system; optimizing feed product structures; adjusting regional distribution; implementing brand strategies; accelerating scientific and technological innovation; strengthening feed safety supervision; promoting legal reforms; streamlining administrative procedures; and enhancing media promotion to create a favorable environment for the industry's continued growth.
